If you are within the NHS Intranet (N3) such as a GP surgery, the speed will be throttled by the NHS N3 gateway to the internet. 

This tester will not give a true speed within NHS NET (N3), say to Choose and Book, but gives an indication of speeds to and from the Internet.  As it happens many NHS sites are in fact on the internet.
